APIA, Samoa – Cheers erupted in the streets of Samoa on Sunday as New Year's Eve revelers on the South Pacific island nation greeted the start of 2012 with extra excitement: For once, they were the first in the world to welcome the new year, rather than the last.
The celebrations had really begun a full 24 hours earlier, when Samoa and neighboring Tokelau hopped across the international date line, skipping Friday and moving instantly from Thursday to Saturday. The time-jump revelry that began as 12:01 a.m. on Dec. 31 spilled into the night, with Samoans and tourists crowding around beaches and pools to toast the start of the new year.

SEOUL — North Korea indicated on Monday that Kim Jong-un, the son and successor of its deceased leader, Kim Jong-il, was being elevated to the top of the ruling Workers’ Party’s hierarchy, calling him head of its Central Committee.

The young successor’s apparent rise to the party leadership came two days after the North’s state-run news media published an entreaty for him to become supreme commander of the country’s Korean People’s Army, whose support is considered crucial to his consolidation of power. The top brass also moved quickly to swear their allegiance to Mr. Kim.

The powerful 19-year-old vocalist from Sunrise, Fla., won the Fox talent competition Thursday over soulful 30-year-old singer Josh Krajcik of Wooster, Ohio.

Inheriting power from his father in 1994, he led his nation through a devastating famine while frustrating the U.S. and other global powers with an on-again, off-again approach to talks on giving up nuclear arms in return for energy and other assistance. Kim was one of the last remnants of a Cold War-era that ended years earlier in most other countries.

His death was announced Monday by state television two days after he died. North Korea's news agency reported that he had died at 8:30 a.m. Saturday after having a heart attack on a train, adding that he had been treated for cardiac and cerebrovascular diseases for a long time. He was 69.

QUETTA, Pakistan – Assailants torched more than 20 tankers in Pakistan carrying fuel for U.S. and NATO troops in neighboring Afghanistan on Thursday, in the first reported attack since Islamabad closed the border to protest coalition airstrikes that killed 24 Pakistani troops last month.

Several hundred trucks have been stranded at poorly guarded terminals around the country as they wait for Pakistan to reopen its two border crossings into Afghanistan. Around 40 percent of the non-lethal supplies for U.S.-led troops in landlocked Afghanistan travel across Pakistani soil.

LONDON — WikiLeaks founder Julian Assange prolonged his stay in Britain on Monday, winning the right to petition the Supreme Court to hear his case against extradition to Sweden over sex crime allegations.

On Monday, two High Court judges in London ruled that Assange’s case raised a question of “general public importance,” which means he now has 14 days to lodge a written appeal to the Supreme Court, the highest court in Britain. The Supreme Court will then decide whether to hear his appeal.

The ruling represented an important lifeline for Assange who, if he had lost his bid, would have been extradited within 10 days to Sweden, where his alleged crimes include rape, sexual molestation and unlawful coercion.

Speaking to a battalion of journalists outside the Royal Courts of Justice in central London, Assange said: “I think that is the correct decision and I am thankful. The long struggle for justice for me and for others continues.”

While rejecting one of Assange’s main arguments for appeal, the High Court judges said he could apply to the Supreme Court on the specific issue of whether the European arrest warrant under which he was detained a year ago is flawed because it was signed by a public prosecutor. His lawyers argue that this is not a “judicial authority” as required by law.
